Impala Platinum (Implats) spends over R80 million each year on socio-economic development projects in its operating and labour-sending areas. In November 2010, Trialogue was engaged by Implats to conduct assessments of over 60 of the company’s socioeconomic development projects for the 2011 financial year.
Using a framework based on our project review tool, we conducted site visits, interviewed key stakeholders and followed up on outstanding information to finalise each project review report. The project review tool, developed through ten years of experience in evaluating the efficacy of social projects, was customised to meet Implats’ specific needs. Three Implats-specific project review templates were created, one each for social, infrastructure and enterprise development projects. Each of them covered an assessment of the project beneficiaries, use of Implats funds, project design, project implementation, results, sustainability and risks.
After each project assessment we met with the relevant Implats project manager to go through our findings and agree on action points. Over the course of the verification project we submitted bi-monthly reports and presented our findings at bi-monthly meetings. We also submitted a final report summarising the beneficiary data for the year as well as our overall findings and recommendations.
Following a successful year of reviews, Implats renewed its contract for the 2012 financial year, and has since extended our mandate to 2013.
