JOBJACK is an online recruitment platform which aims to automate the entry-level recruitment process in emerging markets. JOBJACK has been running for seven years and has built up a major database of approximately 4.1 million job seekers and 49 employers/customers. Through its Platform, JOBJACK seeks to provide job seekers with easy and affordable access to employment opportunities in South Africa.
JOBJACK received funding from the Jobs Fund in 2024, and conditions of the grant required that a formative assessment was conducted, and a monitoring and evaluation plan developed at the outset. In order to meet this condition, JOBJACK engaged Trialogue in September 2024 to conduct the assessment and develop the M&E plan.
The objectives of the formative assessment were as follows:
- Establish the base status against which the platform’s impact can be measured over time.
- Identify potential deficiencies early on in implementation in order to make recommendations for adjustments to improve performance.
The evaluation also assessed the design and early implementation of the project. Trialogue used a mixed methods evaluation approach, combining data extracted from the JOBJACK platform with data obtained during surveys and interviews, to ensure the baseline data comprised both quantitative and qualitative data.
The formative assessment was completed in December 2024 and concluded that the JOBJACK team is made up of a professional team of motivated and skilled individuals who are not only committed to ensuring the success of this project, but also have a wider social impact goal of contributing towards addressing unemployment in the country and beyond. The evaluation surfaced a few design and implementation challenges, however, these challenges were generally already well known by the JOBJACK team and plans are in place to address most of them. The assessment was accepted by JOBJACK and the Jobs Fund and JOBJACK intends to roll out the M&E plan once they have sufficient capacity to do so.
